Any uncertainty as to who is the Client should be resolved by considering who: Ultimately decides what is to be constructed, where, when and by whom; or commissions the design and construction work (the employer in contract terminology); or initiates the work; or is at the head of the procurement chain; or Whoever appoints the principal contractor and the principal designer.
